Mr. Hultgren is the primary consultant on many of the firm’s complex geotechnical projects.    He is a leader in the design and repair of levees on soft ground in the Delta and around San Francisco Bay.  His port and harbor experience includes fixed piers, relieving platforms, anchored bulkheads, cellular sheetpile wharves, offshore gravity structures, gravity and pile-supported breakwaters, boat lifts, marine railways, boat ramps, and dredging by clamshell and cutter-head equipment.  He has served as president of ACEC/Hawaii; ACEC/California-East Bay Chapter; & East Bay Structural Engineering Society.
